A honi jogszabály harmonizáció első jelentős lépése az EU INSPIRE irányelvének figyelembevételével

A véleményezésre a felkérést HUNAGI az FVM Jogi Főosztályától kapta az FVM Földügyi és Térinformatikai Főosztálya javaslatára. A HUNAGI testületi vélemény kialakításában a vezetőség tagjai közvetlenül részt vesznek de mindazon tagok is hozzájárulhatnak a véleményezéshez, akik erre vonatkozó érdeklődésüket és érdemi közreműködésüket a hunagi@hunagi.hu címen bejelentik. A tárgyrovatban szerepeljen: 1996LXXVImód.

Bátorítjuk a közreműködésre az NTIS kimunkálásában részt vevő HUNAGI tagintézmények, valamint az UNSDI HUCO koordinációs testülete szakértőit is! Az anyag kizárólag belső használatra, a véleményezők számára hozzáférhető. A bejelentkezett közreműködőktől a véleményeket a HUNAGI mai körlevelében megadott formában január 2 déli 12:00 óráig várjuk, hogy annak végső formába öntése egy meghívásos összejövetelen január 3-án keresztülvihető legyen. Az INSPIRE irányelvről és a munka alatt lévő végrehajtási utasításokról a HUNAGI honlapon istájékozódhat. Az INSPIRE betűszót beírva honlapunk keresőjébe több mint 100 kapcsolódó anyag jön elő. INSPIRE végrehajtási utasítások véleményezése

A HUNAGI mint SDIC szervezet mai postájából. Közreadás tagszervezetein, tagintézményeink és hallgatói tagságunk részére, véleményüket, hozzájárulásukat kérve:
"Dear SDIC/LMO contact person,
INSPIRE Draft Implementing Rules for Discovery and View Services is now available for public view and for comments from SDICs and LMOs. With the Implementing Rules, comes the first draft of the INSPIRE Network Services Architecture defining the overall technical framework for each of the Network Service Implementing Rules. Comments on these drafts are restricted to registered Spatial Data Interest Communities and Legally Mandated Organisations ONLY following the agreed upon procedure.
Based on all the comments received, the Network Services Drafting Team will issue a new version of the Implementing Rule and of the architecture to be then publicly reviewed for a submission of the final draft of the implementing rules to the INSPIRE regulatory committee before the end of 2008.
In addition and for information ONLY, we are also making publicly available:
The INSPIRE Performance Guidelines to provide context and background information for the definition of the minimum performance criteria included in the documents open for your review.
Conformance testing state of play for the three technical chapters of the INSPIRE directive, namely metadata, data and services. While not trying to be exhaustive or complete, these documents describe some of the existing solutions that may be useful for the future implementation phases.
Important Notices
While the review and feedback on all aspects of the INSPIRE Draft Implementing Rules for Discovery and View Services and the INSPIRE Network Services Architecture is needed and important, we are seeking detailed comments and feedback on specific chapters, more precisely, feedback on Chapter 7 of the Network Services Architecture and Chapter 7 and 8 of the Draft Implementing Rules.
Also you will notice in the two documents important technical choices where your feedback and experience are of paramount importance for the consolidation of these documents, for example the choice of SOAP and the minimum performance criteria.

Please follow the template-example in every respect; e.g. do not merge cells, use the provided pattern for referring chapters, paragraphs, etc. Each personalisation of the spreadsheet creates additional work that causes unnecessarily delays the comment resolution process.
If your organisation is registered as SDIC or LMO and has membership in one or more SDICs at the same time, please decide which channel you will use to forward your comments. INSPIRE adatspecifikációs módszertan véleményezése

Mai postánkból! Az INSPIRE Csapattól érkezett az alábbi felhívás az LMO és SDIC szervezetekhez. A FÖMI, OMSZ és várhatóan a MÁFI (mint LMO szervezetek) saját választ adnak közvetlen formában.
A HUNAGI mint SDIC szervezet úgy képes tagjainak bevonásával érdemi észrevételeit megtenni, ha az ebben érdekeltek visszajeleznek, hogy készek egy on-line internetes kapcsolattal támogatott interaktív munkaülés keretében az anyagot megismerni és arról in-situ véleményt formálni. A visszajelzéseket INSPIRE D2.6 jelzéssel a tárgymezőben kérjük a hunagi@hunagi.hu címre elküldeni. Moderálásra a témában járatos önkéntesek jelentkezését várjuk.

The Methodology for the Development of Data Specifications (D 2.6) of the INSPIRE Drafting Team “Data Specifications” is now available for public view and for comments from SDICs and LMOs. Comments are restricted to registered SDICs and LMOs only, through their contact person and should be provided via the password protected area of INSPIRE site.

Purpose of the document D 2.6
This document, D 2.6, contains the proposal of the Drafting Team "Data Specifications" for the common methodology for the development of data specifications for the Annex themes. The objective of the document is to facilitate the process of creating harmonised data specifications for the INSPIRE themes (as they are defined in the Annexes I, II and III of the INSPIRE Directive and refined in “D 2.3 - Definition of Annex Themes and Scope”). The document D 2.6 is intended to assist the facilitators, editors and experts who get involved in the development of data specifications for Annex themes.

Important notice
It is important to note that this document is not a draft Implementing Rule, but a document that is targeted to help in the process of developing harmonised data specifications that will eventually become the Implementing Rules (IR) laying down technical arrangements and, where applicable, harmonisation of spatial datasets and services (Art. 7 of Directive 2007/2/EC). It does not create direct obligations to the Member States.

Following the INSPIRE approval, EUROGI is now starting a series of documents intended to raise awareness about the Directive among non experts.
The first of this series is “To be INSPIREd or Not? - A brief Guide to the INSPIRE Directive”, containing basic information about the Directive and briefly describing its main framework.
EUROGI expects this action will contribute to support the members on their activities towards a broader dissemination of the Directive and, by doing so, create the capacity among all the GI related stakeholders for a higher empowerment in the process.

Még két hétig véleményezhető az INSPIRE Metaadatok végrehajtási utasítása a HUNAGI-n keresztül

INSPIRE Draft Implementing Rules for Metadata have been made publicly available for SDIC HUNAGI on 02/02/2007. Comments on this draft are restricted to registred Spatial Data Interest Communities and Legally Mandated Organizations ONLY. A revised draft open to public comments will be made available towards the end of June 2007. Based on all the comments received, the Commission will submit a proposal for metadata implementing rules to the regulatory committee envisaged by the Directive towards the end of 2007 with a view to have them adopted by March 2008.
The deadline for submission of comments is Friday 30th March 2007.

Megérkezett véleményezésre a Metaadatokra vonatkozó első INSPIRE végrehajtási szabályzat-tervezet

A regisztrált LMO és SDIC szervezetek - közöttük SDIC minőségében a HUNAGI -véleményezhetik az INSPIRE metaadatokkal kapcsolatos végrehajtási szabályzatát
A INSPIRE irányelv elsőként véleményezésre közreadott végrehajtási utasítás szintű szabályozásához a HUNAGI észrevételezést tehet. Az észrevételeket a HUNAGI tagszervezeteinek és tagintézményeinek az erre a célra rendszeresített űrlapon kell megtenni és a HUNAGI címére beküldeni, ahol a beküldött hozzájárulások felhasználásával egységesített vélemény készül, amely magában foglalja az adatgazdák, felhasználók, kutatók, oktatók, a magánszféra, a kormányzati és nem kormányzati szervek észrevételeit is. Mint ismeretes, a tervezetet regisztrált LMO szervezetként a FÖMI és az OMSZ külön is megkapták, észrevételeiket adatszolgáltatói szerepkörük szempontjából adják meg.
Mindazon tagjaink, akik az anyagot véleményezni kívánják, erről "IR Metadata_intézménye neve" tárgymegjelöléssel a hunagi@hunagi.hu -ra sűrgős visszajelzést kérünk megadva a tárgyban kapcsolattartó személy névjegyszerű adatait angolul és azt is, amennyiben részt kíván venni az egységesített válasz kialakításában.
Az Európai Bizottság észrevételeket ebben a szakaszban csak a regisztrált LMO és SDIC szervezetektől fogad el. A metaadatokról szóló szabályozás-tervezetet hamarosan újabb tematikus anyag követi.
Az EU a tartalmi kérdések feldolgozása mellett feltehetően figyelemmel kíséri a résztvevő országok és intézmények aktivitását is, az első eredményekről a portói EC GI/GIS Workshop rendezvényén számolnak be. Bővebb információ: http://inspire.jrc.it
